So you think Barry Penner is some sort of clueless empty shirt of a minister? Oh, you silly person. Barry Penner knows all about The Environment, why else then would he be Environment Minister, hmm? Want proof? Just take a look at this:

“The ocean’s a big place, so I can understand there are a lot of unknowns. (…)” Penner said. – The Canadian Press

See, not only does he know that the ocean is big (it is), but he also knows that there are a lot of unknowns (which there are). Pretty impressive, no? What more do you want?
